Abstract
The last three decades have shown a successful catching-up process of the EU-CEE economies. International openness, a re-industrialization of the economies, integration into the EU and a highly qualified workforce have been major elements of the success. So far the economic model has been based on cost advantages that attracted huge direct investments from abroad. As a result, nearly all of the EU-CEE countries have achieved high-income status. But will the efficiency-driven model work in the future too? While the countries occupy different positions in this catching-up process, investments in infrastructure, regulations, education and innovation are seen as major drivers of future growth.
