Abstract
Under what conditions do CEOs involve their HR departments in strategic decision-making? Using a grounded theory approach to study considerations of Austrian CEOs, this study fills a key void within the broader literature on strategic integration of HR. The results of this study suggest that in order to advance strategic integration, HR departments need not only demonstrate their aptitude, but also enhance the CEOs willingness to delegate responsibility, and his/her scope for action. The analysis also uncovers context-specific factors that assist in shaping these three conditions. The resulting framework has practical implications for the opportunities and constraints confronting HR managers when attempting to increase the strategic integration of their departments.
