Abstract
The presentation focuses on the measurement of the post-pandemic country attractiveness of EU-CEE11 countries. The model does not replace a comprehensive classic country attractiveness model. Its purpose is to capture the recovery potential of the economies in the next 1-3 years. A scoring model is presented that captures the impact of the pandemic in the economic, political and technological domains on investment attractiveness.The Baltic countries - Latvia, Lithuania and Estonia - lead the country ranking due to labor surplus and high institutional quality. High institutional quality, a well developed skill base in the areas of digital and sustainable transformation, access to funding during a crisis and a diversified economy and external trade are named as resilience factors for countries.
